Rockbank East Childrens and Community Centre

⁠⁠⁠Melton City Council is committed to delivering the Rockbank East Children’s and Community Centre. It has been identified that there is a need for 3 and 4-year-old kindergarten in the area, which requires prompt delivery. Therefore Council are seeking submissions from a select number of consultants to assist with the design and delivery of the Rockbank East Children’s and Community Centre.

• Development of a concept & high level specification.
• Schematic design & 3D perspectives
• Detailed Design
• Supervision and Contract Administration

By 2029, the Victoria Government will subsidise 15 hours of kindergarten a week for every 3 three-year-old child. Council play a key role implementing this reform due to its role in community infrastructure delivery and delivery of sessional kindergarten in partnership with private providers in Council facilities.

Project schedule of Kindergarten Infrastructure is based on modelling undertaken in partnership with the Victorian Department of Education and Training (DET) outlined in the Kindergarten Infrastructure Services Plan (KISP).

The KISP calculates the demand for funded three-year old kindergarten across the municipality by 2029 by utilising population forecasting and current and projected enrolment data during the reform period 2022-2029.

This project schedule includes delivering Rockbank East Children’s and Community Centre as part of the Building Block Partnership Statement of Intent under the Memorandum of Understanding between Melton City Council and the Victorian Department of Education and Training.

The children’s and community centre must be fully documented ready for tender by 05th May 2025, constructed by 1st October 2026 and licencing must be completed no later than 24th November 2026.

The children’s and community centre must be fully documented ready for tender by 05th May 2025 and constructed by 1st October 2026 and licencing must be completed no later than 24th November 2026 ready for operation.
