Yarra Valley Water is seeking Expressions of Interest for two treatment plant projects, to be delivered ultimately under separate Contracts: the Aurora Recycled Water Facility, and Healesville Sewage Treatment Plant Upgrade. This EOI will include both projects, with respondents able to express interest in either one or both projects. This approach is intended to reduce the tendering load on the market. The projects will have separate shortlists and RFT processes, and be delivered under separate Contracts. At this stage, Yarra Valley Water is not interested in proposals to deliver the two projects as one package of works.
The Aurora Recycled Water Facility project will involve the design and construction of the first stage of a new facility at the existing Aurora site. Stage 1 scope will include a new 10ML/day Class A recycled water treatment plant to supply recycled water to the Northern Growth Area, a balancing storage tank, a transfer pump station, and decommissioning of the existing treatment plant.
The Healesville Sewage Treatment Plant Upgrade project will involve the design and construction of a new Class B sewage treatment plant featuring membrane bioreactor technology and decommissioning of the existing plant. The project aims to renew aging infrastructure, improve plant capacity (to 2.5ML/day), improve wet weather storage, and ensure compliance with environmental requirements.
The procurement process for both projects will involve an EOI phase to shortlist tenderers, followed by an RFT to select one partner for each project with whom to enter a collaborative design phase, prior to awarding D&C contracts. The approach is further detailed in the EOI documentation.
The projects will require tenderers to have experience with design and construction of water treatment facilities and a proven track record of delivering large capital infrastructure projects. Submissions are requested within 2 months of the date of advertising. Dates and further project details are included within the EOI documentation.
