Tender Description

To support the implementation of the Best Start, Best Life reforms, the Victorian Government is providing financial support to people looking for a rewarding career in the early childhood sector.

Grant funding currently supports scholarship and incentive grant payments for a variety of programs that are delivered by the Victorian Department of Education.

To support the Department’s delivery of the grant programs, the Department requires the services of a Program Administrator to manage the programs and administer the grant funding to recipients (the Services). The Department is conducting this Request for Proposal (RFP) process to identify suitably qualified organisations or consortia that can provide the Services.

The Department seeks to engage one Head Contractor, however, will allow a consortia/subcontractor model proposal whereby aspects of the scope are delivered by different parties. Contract execution is anticipated to occur in April 2024 to allow for adequate transition time for the successful supplier to commence service delivery from 1 July 2024.

Industry Briefing:

Respondents are invited to attend an optional Industry Briefing which will be held virtually as detailed in Table 1.

For Respondents who are unable to attend the industry briefing, a copy of the briefing slides and any additional information provided at the briefing will be made available through the Buying for Victoria portal after the industry briefing has been conducted.

Respondents should register their intent to attend the virtual industry briefing by notifying the RFP Contact Person via email, at minimum one business day prior to the scheduled industry briefing.
