The Provision of Transperth Ferry Services

⁠⁠⁠Background

The Public Transport Authority (PTA) seeks the services of an appropriately experienced and qualified service provider to operate the Transperth Ferry service between Elizabeth Quay Jetty, Perth and Mends St Jetty, South Perth. The current contract for the provision of the ferry service expires on 30 June 2024 and it is envisaged that the new contract, the subject of this Request for Tender (RFT), will commence from 1 July 2024.

This RFT contains detailed specifications on the minimum service levels required to provide the Services from the Commencement Date. 

This RFT incorporates the Service Contract (Book 3) which contains the essential service requirements that Tenderers are required to consider when preparing and submitting their Tender response. If there is any inconsistency between the Tender document and the Service Contract, the Service Contract shall prevail.

Scope of Services

The scope of services includes the following activities:

1. The provision of ferry services on a daily basis between the Elizabeth Quay Jetty, Perth and Mends St Jetty, South Perth, at an approximate interval of 30 minutes between 6.30 am and 9.30 pm. From mid-September to early June, trips increase to a 15 minute frequency, and hours of operation on Friday and Saturdays extend to 11.30 pm.  The trip duration from Mends St to Elizabeth Quay is approximately 7 minutes.  A total of 18,692 return trips or 37,798 one way trips are currently carried out per annum. In 2022/23, the Ferry service carried 702,055 passengers comprising 417,971 initial boardings, 277,092 transfers and 6,992 free passes.
2. Maintaining the Approved Vessels; and
3. Maintaining the allocated infrastructure

Non- Mandatory briefing

A non- mandatory briefing session will be held for all potential Tenderers at Elizabeth Quay, Transperth, Ferry Ticket Kiosk – Elizabeth Quay Jetty, The Esplanade, Perth WA 6000 2:30pm – 4:00pm on Friday 15 December 2023

Tenderers intending to attend the briefing session must contact the enquiries officer nominated on page 1 of the Request for Tender to register no later than by close of business on Thursday, 14 December 2023.
