The Department for Infrastructure and Transport (the Department) is pleased to issue this Invitation to Expression of Interest (EOI) for the establishment of the Independent Design Certifier and Construction Verifier (IDC/CV) Provider Panel (the IDC/CV Panel), for the River Torrens to Darlington (T2D) Project (the T2D Project).

The purpose of the IDC/CV role is to provide the Department with independent and trusted verification that the T2D Project has been developed and constructed in accordance with the Project Alliance Agreement (PAA). The IDC/CV will be engaged for the full duration of the PAA.

The T2D Project Alliance is currently in the T2D Project Main Works Request for Proposal (RFP) phase. Two shortlisted T2D Project Proponents have been invited to participate in the T2D Project Main Works RFP phase, for the purpose of selecting the successful T2D Project Alliance team to deliver the T2D Project. The T2D Project Main Works RFP phase commenced with the release of the T2D Project Main Works RFP in August 2023. At the conclusion of the T2D Project Main Works RFP phase, a successful T2D Project Alliance team will be selected to enter into the contract with the Department under the PAA.

Following the conclusion of the T2D Project procurement process, and execution of the PAA, the T2D Project Alliance, jointly with the Commissioner of Highways (Principal), will select and engage the Successful IDC/CV Provider from the IDC/CV Panel.

This Invitation marks the commencement of the IDC/CV Panel Procurement, which will comprise the following phases:

• Expression of Interest (EOI) phase
• Request for Proposal (RFP) phase
• Final selection of the Successful IDC/CV Provider from the IDC/CV Panel by the Principal and the T2D Project Alliance.

Interested parties are invited to complete the following attachments, in accordance with the instructions provided within the Returnable Schedules, and submit an electronic response via SA Tenders and Contracts:

1. Returnable Schedules (Appendix A)
2. Tenderers and Contractor’s Deed of Confidentiality (Appendix B):
3. T2D Probity Protocol for Market Participants (Appendix C); and
4. IDC/CV EDR Access Form (Please provide details for a minimum of two contacts) (Appendix D).

Each IDC/CV Respondents EOI submission will be assessed against the eligibility criteria for the purpose of assessing the IDC/CV Respondents to proceed to the IDC/CV Panel RFP phase. Only IDC/CV Respondents who have demonstrated compliance to the eligibility criteria and returned the relevant probity and EDR access form will be invited to submit a response to the IDC/CV Panel RFP phase.
