Tender Description
Proposals are sought from organisations interested in partnering with the Department for Energy and Mining (DEM) as part of a joint grant funding application to the Australian Renewable Energy Agency (ARENA) for the supply or acquisition, installation, operation, and maintenance a fleet of community batteries in South Australia. The objective is to deliver significant retail energy savings to up to 10,500 low-income households to be nominated by the Government of South Australia.
This opportunity exists in the context of the Australian Government’s $200 million Community Batteries for Household Solar budget initiative.
Respondents will need to demonstrate their capability in the following fields:
- Acquisition, installation, and operation of battery energy storage systems (BESS) at a community scale.
- Operation of a VPP, or other suitable mechanism, that connects the community battery assets to the electricity grid to aggregate stored energy and deliver it to residential customers
- Delivery of retail electricity services to residential households.
To be clear, DEM is seeking proposals that deliver an end-to-end ‘turnkey’ solution. Respondents may be an individual organisation or a consortium.
DEM will evaluate all valid EOI responses and select a Shortlist of suitable Respondents. A Preferred Implementation Partner (the highest ranked EOI Respondent) will then be selected from that Shortlist and will be invited to collaborate with DEM to develop an end-to-end ‘turnkey’ solution that will be included in a joint grant funding application to ARENA under a non-binding memorandum of understanding or other suitable arrangement.
If (and only if) the joint grant funding application to ARENA is successful, DEM will conduct a secondary procurement process that may lead to a binding contract with the Preferred Implementation Partner for the implementation of the project that is ultimately funded by ARENA.
