Tender Description

Council is seeking Expressions of Interest from experienced lessees, owners or operators of holiday accommodation, holiday parks or caravan parks to Lease and Develop the Park (the Lessee).

The Lease will commence on 1 July 2024.

This EOI includes a draft Lease and Master Plan that provides the base obligations of the Lessee.

The Lessee will be required to operate the Park in support of Council’s Park Vision, develop the Park generally in accordance with the proposed Master Plan and work closely with Council to ensure the best outcome for Council, the Park’s guests, visitors to the region and as well as the businesses and community within Indigo Shire (the “Stakeholders’).

The Lease is not proposed to be a “set and forget” model. The Lessee and Council will liaise regularly throughout the term of the Lease to ensure it is maximising benefits to both the Lessee and all Stakeholders and supporting Council’s Park Vision.

Council is willing to consider any reasonable variations to the Master Plan provided that it improves the successful operation of the Park and continues to grow the Park during the term, to meet the agreed Park Vision.

Please note that Council is proposing a 21-year term for this Lease on the basis that the Lessee will complete stage 1 of the Master Plan within the first two years of the Lease term, stage 2 within 5 years and, subject to park growth, ideally the completion of stage 3 of the Master Plan within 10 years. Stage 3 is not compulsory but is strongly desired by Council.

At the conclusion of the EOI process, one successful Respondent will be identified. Council will negotiate exclusively with that Respondent for a period of up to 60 days to finalise the Lease Agreement. If an agreement is not reached within that time, Council may elect to negotiate with the second placed Respondent and the original successful Respondent will have no recourse or claim against Council.
