Tender Description

⁠⁠⁠Council is seeking Tenders from suitably qualified and capable contractors to construct a new sprinkler system on the ground & first floors of WaterMarc at 1 Flintoff Street, Greensborough, as Part of the Banyule City Council's Capital Works Program 2023-24.

Banyule City Council appointed DDEG to undertake a fire engineering evaluation for 1 Flintoff Street, Greensborough. This Fire Engineering Report (FER) evaluated the proposed Performance Solutions against the Building Code of Australia (BCA) Performance Requirements.

The proposed Performance Solutions have been evaluated and it is considered that the building design meets the BCA Performance Requirements by adding automatic Fire Suppression. The existing automatic fire sprinkler system will be extended to provide coverage to Level 1 and to the café, retail, entrance and administrative areas at Ground Floor Level. The pool and sauna areas (wet areas) and waterslide tower need not be provided with full sprinkler protection.

The scope of works generally includes but is not limited to construction activities involving:

• Mobilisation and site establishment.

• inspect site and consult existing site documentation and Council Officers to confirm the scope of work, identify site latent conditions, and be informed of any discrepancies between documented information and physical systems or site conditions.

• demonstrate compliance with the specifications.

• prepare and submit for approval drawings, equipment and material list, installation program and safety management plan.

• Ensuring the works are undertaken safely and in accordance with all Council, Melbourne Water and statutory safety requirements.

• Location and protection of any and all underground and above-ground services in the works area.

• New sprinkler control assembly (SCA) to be installed.

• Reticulate flow switch test line to drain.

• New SCV – refer to sprinklers control valve (SCV) details.

• New pressure switches and monitoring valve to be interfaced to existing FDCIE located at ground floor foyer.

• New sprinkler main pipe riser F/B- T/A. The position of the new riser is indicated in the drawings. Coordinate the final position on site to maintain the requirement of 1-meter egress clearance from the edge of the stair handrail.

• Modify and extend the existing sprinklers system in accordance with AS 2118.1-2017 to protect the ground and first floors, as detailed on the drawings and in accordance with the requirement of the fire engineering alternative solution.

• Re-commission the existing warning control system in accordance with AS 1670.1-2018 to the extended sprinkler areas.

• Confirm that the existing hydrant system is operational prior to the isolation of the sprinkler system or detection system.

• Confirm that the existing hose reel system is operational prior to the isolation of the sprinkler system or detection system.

• Where required during the construction, provide portable fire extinguishers temporarily to protect specific hazards in accordance with BCA and AS 2444.

• Submit independent certification of the modified system.

• Painting & finishing all pipe work, sprinkler heads and, where applicable, equipment labelling.

• Submit detailed design, coordination and preparation of shop drawings for the consultant's review/approval.

• Submit Hydraulic calculations using the ACADS ”HYENA” program. The calculation shall be based on the proposed pipe installation, submit all hydraulic calculations to the independent certifier for approval.

• Submit as installed/built drawings for all work in PDF & CAD format.

• Update O & M maintenance manual

• Coring the concrete slab to install the risers. Coring the concrete slab will be done by the specialist, after scanning the slab to avoid cutting any tendons, as all concrete slabs are post-tension slabs.

• Ground and first floors sprinklers are to be fed independently of the glazing sprinklers.

• Adding a new sprinkler control valve to the existing control valve in the basement.

• Allow to provide an additional 20 sprinkler heads C/W sturdy metal guards to protect under mechanical ducts.

• All works will be carried out during normal business hours, but the work should not disturb WaterMarc, as it will be operational during Sprinklers installation. Therefore, the Contractor has to allow for any works affecting the operation of WaterMarc or One Flintoff to be done after hours. Therefore, the installation work for the main entrances, Café and Gym should be done after hours. The installation work through level 1 for childcare, Cycle studio, wellbeing studio & main studio & coaching zone can be done during normal hours if you coordinate with the timetable for the usage of these areas.

• Documentation of as-constructed information, including as-built drawings, all inspections, testing and certificates.

• Inspection and testing of the works.

• As-built drawings (in CAD & PDF format) will be provided at project completion.

• Warranty for parts, Systems, software and labour will be 12 months from the practical completion date.

• Site clean-up & handing over.
