Tender Description
Tetra Tech International Development Pty Ltd (Tetra Tech International Development) as the managing contractor of the Aus4Skills Program on behalf of the Australian Department of Foreign Affairs and Trade in Vietnam, is seeking proposals from service providers to deliver:
(i) an AASC in Data Governance and Policymaking for up to 15 technical experts from the Ho Chi Minh City (HCMC) Government, the Office of Government (OOG), the Ministry of Information and Communication (MIC), and the Ministry of Public Security (MPS), to build their capacity in developing an effective data policy framework for Vietnam (“Activity 1”); and
(ii) an AASC in Data Governance, Collection and Management for up to 15 technical experts from the OOG, MIC and MPS, to introduce officials to best practice for the ethical use of data that protects the privacy of citizens, and in particular, vulnerable ethnical and gender minority groups (“Activity 2”).
A description of the Activities is included in Part B, Scope of Services. Tenderers may submit a proposal for the design and delivery of Activity 1 only, Activity 2 only, or both Activities. A single contracting entity to design and deliver both Activities is preferred.
To submit a proposal to design and delivery the Activities, the lead business must be an Australian Registered Training Organisation (RTO) or Australian tertiary institution as defined in the Higher Education Support Act, 2023 Table A, B and C.
Aus4Skills will exclude proposals from entities on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a
prior contract with Tetra Tech International Development or Aus4Skills.
