Defense is seeking to transform how Base Services are delivered across the national estate by innovating and modernizing within all service lines. The Base Services Transformation (BST) Program is expected to transform the Base Services contracts to enhance quality of life for ADF personnel and their families, through better service delivery. The Fluor Corporation (Fluor) specific interest focusses on Property & Asset Services (PAS) in the NT and WA, and recognizes Defense's emphasis on local businesses, Indigenous-owned entities, Veteran-owned business and other small and medium enterprises (SME) to build a supply chain ecosystem, contributing strongly to the local economy.
The Request for Tender (RFT) is anticipated in the second quarter of 2024. The project is anticipated to have a six-year base with additional options out to a maximum of 15 years. The new contract will be effective in late-2024.
Fluor seeks expressions of interest from all businesses able to deliver capability in the NT and/or WA to support:
- Aerodrome Operations Services; inspecting and sweeping movement areas free of foreign object debris; management of pedestrian and vehicle movements to ensure safe use of the airfields; provision of airfield support ground handling services for civilian and military aircraft and management of ground support equipment; air terminal operations; removal of quarantine waste; facilitation of VIPs through civilian airports and liaising with civil authorities.
- Estate Upkeep Services; Registers, survey plans & schedules for asbestos management; Electrical Operating Authority obligations; Estate Appraisal (EA); Inspection checklists & registers for Hazardous chemicals and materials; Heritage management; Registrable plant management; Water quality management; and management control for Work Health & Safety (WHS).
- Land Management Services;
- In the Built Landscape including: ground maintenance and landscaping of gardens and grassed areas; trees and shrub management; maintenance of roadside verges and drainage infrastructure; maintenance of sporting fields, outdoor training facilities, and management of outdoor recreational areas; bushfire management; management of memorials, water features, ornamental structures and designated specialist areas; heritage management in specialized areas; and maintenance of designated specialized areas.
- Natural Resource Management services including: bushfire management, maintenance of natural grasslands, other vegetation management; water management and monitoring; biodiversity and biosecurity management, monitoring and reporting; bush regeneration/remediation/rehabilitation; land erosion monitoring, control and restoration programs; protection of threatened species, conservation areas, significant environmental and cultural sites; heritage management; and maintenance of designated specialized areas.
- Training Area & Range Management Services including; development of plans and adherence to plans, policies, procedures to meet governance and legislative requirements; support to Range Control Officers; maintaining safety information; conducting induction briefings and visitor escorting; undertaking pre and post activity inspections of ranges and Training Area and Range accommodation; operation of target systems, installation of target consumables and maintenance of stock; managing range bookings, control and coordination of access; undertaking operator level maintenance and minor range remediation activities; provision of 'first response' bushfire fighting capability; provision of audits and reports; operating range safety communications systems and issuing NOTAM / NOTMAR; and caretaker functions.
