Tender Description

The Department is responsible for central coordination, strategy and policy leadership in relation to cyber and critical infrastructure resilience and security, immigration, border security and management, counter-terrorism, the protection of our sovereignty, citizenship and social cohesion.

The ABF is part of the Department, but operationally independent. It is both Australia’s frontline border law enforcement agency and customs service. The ABF delivers critical border protection and national security outcomes while facilitating the movement of people and goods across the border. The ABF’s mission is to protect Australia’s border and enable legitimate travel and trade.

The ABF is the lead law enforcement agency responsible for working domestically and internationally to secure Australia’s air, maritime and land domains, and to identify, mitigate and respond to civil maritime security threats. The ABF leads and manages national civil maritime security planning and operations, using a multi-agency, whole-of-government approach largely through Maritime Border Command.

The Department requires the following Services to be provided across the Surveillance Areas of:

(a) Scheduled Surveillance;

(b) Targeted Surveillance; and

(c) Persistent Surveillance.

Respondents should note that this REOI is not a Request for Tender (RFT). The Department intends to run a multi-stage procurement process for the Services, comprising this REOI, followed by an RFT.

The detailed scope of Services that will be included in any RFT will be determined at the completion of the REOI process and will be provided to the Respondents (if any) evaluated through this REOI process and invited to participate in the RFT stage (if any).
