Tender Description
1.1 Overview
A.1.1.1 The purpose of this Request for Tender is to establish a ranked panel of suitably licensed contractors to perform part or all of the following services on an ‘as required’ basis throughout the term of the agreement. The preferred list of contractors will be capable of providing the following services:
A 2. Management of Non-Friable Asbestos Removal (illegally dumped and on land)
2.1 Services required under the section include but are not limited to:
A.2.1.1 The removal of waste that contains non-friable asbestos that has been illegally dumped.
A.2.1.2 The removal of non-friable asbestos fragments from land.
A.2.1.3 The removal of other waste that may present a risk to workers and the community and requires prompt removal. This may include small quantities of liquid waste and non-ACM fibre cement material.
A.2.1.4 Undertake ‘make safe’ arrangements where material cannot be removed on the same day. The ‘make safe’ arrangements are to be such that provide adequate protection to workers and the community and comply with SafeWork NSW and Environment Protection Authority requirements.
Note: This section does not address ACM soil which is part of a remediation or contamination project being managed by Council.
2.2 Contract requirements
A.2.2.1 If the contractor is to lose their license, they are to notify Council as soon as practicable. They are not to accept or undertake any work for Council until Council is satisfied that the contractor has the appropriate licenses to undertake the work.
A.2.2.2 The works are to be completed on the same day as requested by Council. Where this is unable to be achieved by the contractor, Council reserves the right to proceed with another contractor to complete the works required.
A.2.2.3 Council may require the contractor to undertake ‘make safe’ provisions until such time as the material can be removed.
A.2.2.4 Council may require the contractor to decontaminate plant, equipment and building surfaces.
A.2.2.5 In relation to asbestos affected soil, the following applies:
A.2.2.5.1 Stockpiled soil is to be suitably covered with suitable plastic or geofabric. It is to be barricaded off to the satisfaction of Council and appropriate asbestos signage is to be placed around the material.
A.2.2.5.2 Upon request by Council, the contractor is to secure the soil and engage Council’s preferred Asbestos Consultants/Hygienists to perform soil/waste classification sampling on the material in accordance with SafeWork NSW and Environment Protection Authority requirements.
A.2.2.5.3 Upon the request by Council (after which time the material has been classified), the material is to be removed and transported to a waste facility that can lawfully accept the material.
A.2.2.5.4 Organise for air monitoring and clearance certificates to be undertaken by Council’s preferred Asbestos Consultants/Hygienists.
A.2.2.6 Council may require the contractor to remove secured non-friable asbestos containing material collected by Council staff. The material is pre-wrapped or bagged in accordance with SafeWork NSW’s ‘How to Safely Remove Asbestos’ Code of Practice and will include ACM fragments no larger than 30cm x 30cm in size. The material will be stored in an approved 240L bin and once full can be collected from Council’s Nursery located at 2151A Castlereagh Road, Penrith.
A 3. Management of Non-Friable Asbestos related to Buildings.
3.1 Services required under the section include but are not limited to:
A.3.1.1 The removal of non-friable asbestos material from buildings.
A.3.1.2 Management and ‘make safe’ arrangements for asbestos containing material associated with buildings. The ‘make safe’ arrangements are to be such that provide adequate protection to workers and the community and comply with SafeWork NSW.
3.2 Contract requirements
A.3.2.1 If the contractor is to lose their license, they are to notify Council as soon as practicable. They are not to accept or undertake any work for Council until Council is satisfied that the contractor has the appropriate licenses to undertake the work.
A.3.2.2 The proposed works under this category applies to the removal and management of non-friable asbestos containing material associated with Council owned or managed buildings.
A.3.2.3 Council may require the contractor to undertake ‘make safe’ provisions until such time as the material can be removed.
A.3.2.4 Council may require the contractor to decontaminate plant, equipment and building surfaces.
A.3.2.5 Any demolition works undertaken will be carried out in accordance with the Australian Standard entitled Demolition of Structures (AS 2601-2001) and Code of Practice for Demolition Work published by Safe Work Australia 2012.
A.3.2.6 Council may require from time to time for the asbestos contractor to engage the services of sub-contractors to undertake non-asbestos related buildings works.
A.3.2.7 Organise for air monitoring and clearance certificates to be undertaken by Council’s preferred Asbestos Consultants/Hygienists.
A 4. Management of Friable Asbestos Incidents
4.1 Services required under the section include but are not limited to:
A.4.1.1 The removal of friable asbestos material from buildings and land.
A.4.1.2 Management and ‘make safe’ arrangements for friable asbestos containing material associated with buildings and land. The ‘make safe’ arrangements are to be such that provide adequate protection to workers and the community and comply with SafeWork NSW requirements.
4.2 Contract requirements
