Reform of General Practice Incentives Programs and Review of After Hours Programs - Options Modelling

⁠⁠⁠The Department of Health and Aged Care is seeking to engage data, analytics, and modeling experts who are highly motivated, innovative, and competent individuals who excel in a team-oriented atmosphere. They will be required to provide analysis and modeling to support the design of policy options throughout the reviews by leveraging data to drive actionable insights.

The objective of this project is to comprehensively analyse proposed primary care funding models and incentives across the various provider archetypes in Australia, to optimise resource allocation, and financial sustainability and improve patient outcomes through greater patient-centered care, and to analyse and model options to improve equitable and sustainable access to primary care after hours services.

This project will be undertaken over a 6-month period commencing in October 2023 and concluding in March 2024.

The Service Provider will provide services as directed by the department based on the outcomes of an effectiveness review of general practice incentives, a literature and evidence review, and the review of after-hours programs. Direction will also be provided by an Expert Advisory Panel. This may include:

• developing an analytical methodology and framework to model different options for funding general practices, GPs, and primary care after-hours programs as determined by the department and Expert Advisory Panel;
• undertaking quantitative mapping that simulates patient pathways and outcomes for selected models, including mapping of patient outcomes for selected models, including mapping of patient outcomes for selected models, including mapping of patient outcomes by cohort e.g., rurality, region, and socioeconomic status;
• collaborating with the department and the Expert Advisory Panel to make adjustments to the proposed models to ensure they achieve the best outcomes for patients and are adequate to ensure provider take up and sustainability;
• financial analysis of proposed models; and
• presenting analytical models to stakeholders and the department.

The Service Provider will be provided access to existing data on current individual general practice incentives programs, and other relevant data where available, to support the Service Provider during analysis.

The department will require the Service Provider to provide three skilled data analysts and modelling experts, qualified at an appropriate level, for the duration of the contract period.
