Tender Description

⁠⁠⁠The Department of Energy and Public Works (the Department) requires professional services to deliver a package of works assessing the renewable energy, firming and transmission requirements and development pathways for large-scale renewable hydrogen projects progressing in the Central and North Queensland Hydrogen Hub regions. At least three scenarios will be required to be examined for each region.

Targeted engagement with selected industry participants as guided by the Department will be required, noting significant relationships with industry are already well established.

The Supplier will be required to propose the methodology, scenarios and approach to achieve the study objective, which will be agreed to by the Department.

Government is specifically looking to understand:

  • The volume of renewable energy that is required to enable Hydrogen Hubs in Central and North Queensland Regions,
  • Where the energy is likely to be generated from,
  • The most economical pathway to transmit the energy,
  • And what the likely scalable development pathways are through a range of possible development scenarios.

The Department requires the delivery of a package of works to support Electricity Network Planning and Transmission for Hydrogen Hubs in Central and North Queensland. The Technical Working Group will steer the project and provide feedback on draft materials.

The package should include:

  • A Public-Facing Summary Document
  • Identified knowledge sharing opportunity for DEPW staff member
  • A detailed scenario-based analysis, network plan, and report with a minimum of three scenarios modelled for each location,
  • An industry consultation report
  • A detailed renewable energy, transmission, and project map and a clear ‘pathway to scale’ methodology for each location that links to the network plan.
  • An assumptions workbook
  • A modelling workbook
  • Presentation(s) decks (in an editable PPT format)

Where appropriate and practical the Supplier is requested to provide additional suggestions with supporting justification.
