Tender Description
The Reserve Bank is requesting proposals from suitably qualified professional services firms to complete a program of work to support a significant and sustainable increase in the resilience of the Reserve Bank Information and Transfer System (RITS) ecosystem and associated payments infrastructure within the Bank. Services will also focus on broader strengthening in IT system-related controls and risk management.
The delivery of the services will be completed in three phases, capturing the following:
- In Phase 1 (Planning), the professional services firm would work with the Bank to develop a detailed implementation plan, scope core deliverables, and assess associated staff requirements and interdependencies between deliverables. This work would also include preparing an associated timeline and program budget.
- In Phase 2 (design and build), the professional services firm may be asked to develop or contribute to the development, of key components of the project. They may also be asked to provide advice on various aspects of the work in scope and/or second specialist staff to the Bank to help with program administration.
- In Phase 3 (implement), the professional service firm may be requested to support the Bank with the implementation of key deliverables (eg new RITS operating framework or implementation of a new IT controls framework) in business-as-usual operations. This may also include change management, communication, and training-related activities.
Phase 1 will commence shortly after the completion of this procurement and will be done by the successful Respondent. The Phase 2 and Phase 3 work will be at the Bank’s discretion with the Bank deciding at each stage whether this work will be done by the successful respondent, a different third-party organisation, or by Bank staff.

An industry briefing will be held via Zoom video conference on 22 September 2023, with registrations due by 19 September 2023. Attendance at the briefing is subject to satisfactory completion of RFP Phase 1 – Response Schedules.
Conditions for Participation:
Responses to RFP – Phase 1 Response Schedules (mandatory criteria and Non-Disclosure Deed) are required prior to 5 p.m. on 19 September 2023 to receive access to RFP Parts 2, 3, 4, and 5.
