This Tender is invited by the Issuer.

⁠⁠⁠The ACIC is continuously evolving its delivery of criminal intelligence, frontline, biometric and forensic, protection and checking services through the National Police Information (NPI) systems ecosystem. The ecosystem includes systems that are in sustainment and others that are undergoing functionality enhancements or modernisation. A new platform (the National Criminal Intelligence System - NCIS) which aims to support frontline and intelligence requirements will soon enter sustainment.

This provides an opportunity for the ACIC to:

- embed NCIS as a core information-sharing platform

- rationalise our NPI ecosystem and enhance NPI architecture to meet future demands

- achieve a more agile and user focused product delivery suite; and

- better incorporate data as a service.

With constrained resources, the ACIC seeks a sustainable approach to optimisation that gives clarity around the implications for, and the investment required in, current systems and the ACIC enterprise and data & analytics architectures.

Key questions the ACIC seeks to answer:

  • What is the scope of the NCIS platform in the context of a sustainable NPI ecosystem?
  • What shifts and investment may be required for the ACIC to ensure a sustainable enterprise and data & analytics architecture into the future?
  • What are the implications for ACIC resourcing?

The NPI Ecosystem Review will require the evaluation of 17 NPI systems and an assessment of how these systems could/should be rationalised into the NCIS architecture.

ACIC SMEs will be available to share knowledge and artefacts as an input to the Review.

A draft version of the Review is required within 10 weeks from engagement, with the final version to be tabled prior to the end of the 3-month engagement. NOTE: this is a hard deadline to inform other government milestones.

Experience in architecting large, complex systems and the aggregation of data from disparate datasets and interjurisdictional data.

Security clearance at NV1 is required for all personnel working on this engagement.
