Tender Description

⁠⁠⁠The Snowy Monaro Regional Council has an annual Bituminous Resealing Program, to update and repair the sealing of various roads within the Snowy Monaro region.

The successful contractor shall be responsible to undertake The Scope of Works for this agreement which includes the below requirements and should be in conjunction to the relevant specifications detailed at – section “2.3 Specific Works/Technical Specifications.”

2.1.1 Undertake resealing works of roads nominated by SMRC, within the LGA Snowy Monaro region.

2.1.2 Provision of all labour, plant, equipment and material to complete the annual resealing program within the designated delivery time.

2.1.3 Provide a program of works, based on the final road schedule provided by SMRC, indicating expected timeframes of each delivery package.

2.1.4 Undertake site investigations with SMRC representative to each of the roads requiring resealing. This shall be conducted within 3 weeks from the date of award of contract to establish the readiness of the road surface for sealing works.

2.1.5 Provide a seal design for each of the roads requiring resealing, traffic counts will be provided by SMRC. Sample seal design to be submitted as part of tender documentation.

2.1.6 Provide all relevant Material conformity reports along with ITPs, Quality Management plan and full-time quality representation on site. Contractor to provide the CV of the Quality Representative proposed for this work at the time of tender.

2.1.7 Contractor to provide Form 500 reports and other relevant documentation required by the council. Council shall reasonably request the documents in a particular format which captures the required details, and all these documentations shall form part of the contract.

2.1.8 Undertake general surface preparation and ensure the readiness of the seal works on the nominated reseal roads.

2.1.9 Provision of traffic management compliant to TCAWS manual v 6.1. A TMP and TGS’s, for both work hours and aftercare, must be provided to Council prior to work commencing.

2.1.10 Contractor is to provide all signs / traffic control devices required for effective traffic management at all sites inclusive of Aftercare signage.

2.1.11 The Contractor is responsible for all ROLs required to complete the works.

2.1.12 Traffic management must be G10 accredited. All traffic control accreditation, Construction Induction Card & drivers’ licenses to be provided to Council prior to commencement of work.

2.1.13 Location and protection of existing services within the footprint of identified locations.

2.1.14 Contractor to ensure all Environmental controls are established on site for the full duration of the project.

2.1.15 All patches are to be sealed to the full width of the existing road network. All seals are to be swept of loose aggregate.

2.1.16 All line marking must be re-instated within 10 days after resurfacing to TfNSW specification R145. Line markers must be PCCP accredited – certificate to be supplied to Council along with a line marking TGS prior to commencement of works. Where there is no line marking present, Contractor to provide line marking as per Council direction.

2.1.17 Contractor to verify the suitability of stockpile sites nominated for the reseal program. Any queries relating to stockpiles shall be made prior to award of tender. If no queries are made, Council considers that Contractor has inspected and is fully satisfied with the stockpiles for use during the course of the project.

2.1.18 Once works have been completed the contractor is to restore the stockpile sites to the previous condition. It is the contractor’s responsibility to remove all waste and excess aggregate to an appropriate location (preferably Council tip in the area).

2.1.19 All plant is to be washed down prior to commencement of work and on the completion of work at each locality before moving to the next locality in accordance with Snowy Monaro Regional Councils plant hygiene procedure.

2.1.20 Complete report for the principal at the completion of each delivery program including before and after pictures geotagged.

2.1.21 The Nominated Project Manager to conduct at least one site visit per month with the Council Representative to ensure smooth operation of the works on site. The Project Quality Representative shall be available full time on site to assist with the quality of works and necessary documentation, including reporting.

2.1.22 Periodic meetings and Close out meeting with Council after delivery of works to review performance and lessons learnt.

Council reserves the right to make reasonable alterations/adjustments to the location, details and/or scope of the proposed works in consultation with the selected contractor, without the need for recalling for quotations if a suitable agreement can be reached. Any works that have been agreed by both parties after due consultations made in this regard will not be construed as a Variation Site Establishment
