Tender Description

The Department is seeking tenders for the provision of the 2024 and 2025 calendar rounds of the annual Residents’ Experience Survey which includes:

  • proactive outreach to all residential aged care services to schedule Residents’ Experience Survey once per calendar year;
  • recruiting, onboarding, and supporting suitably qualified people to conduct surveys;
  • delivery of face-to-face surveys with at least 10 percent of residents at each participating residential aged care home each calendar year in alignment with existing methodology (questions, sampling, provisions of additional supports);
  • undertaking research, including trials, to provide options to modify methodology to better cater to the needs of residents with diverse backgrounds and needs (including First Nations Australians, residents from Culturally and Linguistically Diverse backgrounds, residents with cognitive impairment, and residents with a history of homelessness, drug, and alcohol abuse).
  • trialing the expansion of the RES to flexible care types delivered in residential aged care settings (for example services under the National Aboriginal and Torres Strait Islander Flexible Aged Care Program, Multi-Purpose Services, and forms of respite where an individual is with a service for a period of four weeks prior to the survey);
  •  supplying each participating service with a timely report on the outcomes of surveys conducted at their service (including a summary of responses to open-ended questions);
  • implementing a formal, proactive, and continuous improvement-focused framework to support surveys in the field and to ensure consistency of practice;
  • Provide operational information to the department through regular program management meetings and reporting products, as required by the department;
  •  storage and collation of data collected through surveys in a manner that can then be provided to the department for evaluation and analysis;
  • preparation of annual sector-wide summary reports to advise the sector of overall outcomes, and
  • undertaking a formal evaluation of the methodology during the 2025 calendar year to be delivered to the Department.
