Program Background

The Australia-Pacific Partnerships Platform (Partnerships Platform) is an Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and managed by DT Global. It provides Pacific Countries with a suite of flexible, fit-for-purpose options that support broad governance and stable development outcomes.

For the provision of these services, the Partnerships Platform is partnering with the Australian High Commission in Nauru.

In June 2006 the Australian Government entered into an agreement with the Government of Nauru (GoN) for the periodic transfer of Australian development assistance funds into an Operational Account established by the GoN.

Subject to DFAT’s approval, funds are transferred to the Operational Account periodically in support of agreed Annual Operational Plans (AOP) in each sector, developed in accordance with Nauru’s National Sustainable Development Strategy 2005-2025 (NSDS) and agreed priorities.

Annual audits and complete reconciliations of the Operational Account have been undertaken since 2009. DFAT and GoN are progressing audit recommendations through the Partnerships Platform and the forthcoming Nauru Australia Economic Governance Program with the aim of strengthening financial management capacity and economic governance within Nauru.

About the Engagement:

The Contractor shall be required to provide DFAT with four (4) six-monthly Financial Audit Reports to cover the period 1 April 2023 to 31 March 2025, which covers the management of the Australia-Nauru Operational Account.

The Contractor will be required to undertake fieldwork in Nauru to complete the audits and consult with representatives of the Ministry of Finance and DFAT.
