Tender Description

⁠⁠⁠As an interim measure while recruitment of the necessary Australian Public Service (APS) marine workforce continues, ABF is seeking to engage an experienced Contractor to provide professional seafarers (Contract Marine Crew) to supplement the APS marine workforce and support the operational requirements of ABF Vessels.

The minimum quantity and composition of Contract Marine Crew required is commensurate with a full crew complement for the following Vessels:

(a) one (1) Bay Class Patrol Boat (home port of Cairns); and

(b) ABF Cutter Thaiyak (home port of Darwin).

The ABF may vary the quantity and composition of the Contract Marine Crew required by giving three months' notice.

The ABF anticipates the Contractor will require at least two crew swings to achieve the patrol days for each Vessel. The Contractor must manage effectively any Contract Marine Crew unavailability to avoid/minimise interruptions to ABF operations.

All Contract Marine Crew will require:

(a) Australian Seafarer qualifications and certificates as required by the Navigation Act 2012 (Cth) (Navigation Act), the Marine Safety (Domestic Commercial Vessel) National Law Act 2012 (Cth) and Australian Maritime Safety Authority (AMSA) Marine Orders.

(b) An Australian Government Baseline Security Clearance and a Department of Home Affairs Employment Suitability Clearance (ESC).

Contract Marine Crew will be able to be rostered onto ABF Vessels when they have been granted the necessary security clearances and achieved the requirements of the ABF’s Crew Induction and Endorsement Process.

ABF will manage the rostering of Contract Marine Crew. Contract Marine Crew may be rostered onto ABF Vessels along with ABF Marine Crew in any configuration. In undertaking their roles on ABF Vessels, the Contract Marine Crew will be required to interface with ABF and in-service support contractors in support of maintenance activities.

The ABF may, at its discretion, task available Contract Marine Crew, when they are not rostered to sail, with shore-based activities at ABF headquarters in Canberra or at other regional locations. Any such tasking will be aligned to the individual Contract Marine Crew’s qualifications and experience.

The Contractor is required to manage all travel (and any other necessary logistics) to ensure all individual Contract Marine Crew meet their roster and must provide a resource(s) to act as a 24 hour, 7 days a week liaison to the ABF to support the delivery of the Services (refer Part 5 – Business Services Requirements).
