Tender Description
Successful Tenderers must provide and perform a series of services. This includes participating in a preliminary workshop with the Agency to review the required software product capabilities outlined in the tender contract (Product Capabilities) and discussing the requirements for the Tenderer’s enhanced software product incorporating those Product Capabilities (Enhanced Contractor Product).
Tenderers are required to develop a project plan including considerations for implementation and submit a software design document detailing the Product Capabilities to be included in the Enhanced Contractor Product, which needs to be agreed upon and accepted by the Agency. They will then proceed to build the agreed Product Capabilities into the Enhanced Contractor Product.
After the build is completed, Tenderers will participate in a demo session with Agency representatives. This session aims to demonstrate that the Product Capabilities align with the agreed software design document. It involves testing the Enhanced Contractor Product's functionality, such as viewing My Health Record content and uploading content to it. If any usability issues are discovered, the Agency and the Tenderer will work together to agree on enhancements that need to be addressed. Tenderers may also need to implement additional enhancements discussed with the Agency.
Lastly, successful completion of all applicable conformance and notice-of-connection tests is required to secure production access for the Enhanced Contractor Product to the Healthcare Identifier Service and the My Health Record System, including ACTS conformance.
The Statement of Requirements (attached to the Request for Tender document) summarises the objectives of the Request for Tender. It aims to provide the mandatory inputs for the development of a solution design document and technical specifications for Tenderers offering Clinical Information Systems (CIS) and/or Electronic Medication Management Systems (eMMS) to Residential Aged Care Facilities.
Other Instructions:
Tenders are sought from organisations that:
a. develop and operate a Clinical Information System, defined as a software product that is primarily focused on clinical and care management and includes tools to support effective management of clinical documentation, administration and care. This may include clinical tools such as assessment forms, care plans, progress notes, alerts and charting functionality. There may also be analysis and reporting tools that enable greater visibility and improve business processes;
AND / OR
b. develop and operate an Electronic Medication Management System, defined as a software product that is primarily focused on medication management and includes tools to support the quality management of medications;
AND
c. are not a state or territory health department.
Attendance to at least ONE industry briefing is a mandatory condition for participation for all Tenderers. Tenderers who do not attend the industry briefing will be excluded from participating in this RFT and any Tenders received by those Tenderers will not be considered. Tenderers should provide written notice, providing attendees and proxy (where required) to the Contact Officer no later than TWO (2) business days before the industry briefing session setting out the names and contact details for all persons who will be attending the industry briefing.
Conditions for Participation:
Tenderers must satisfy the Conditions for Participation as described in the Request for Tender. This is a mandatory requirement of the Request for Tender. The Agency will exclude a Tender from further consideration if it considers that the Tenderer does not meet the following Conditions for Participation:
(a) that the Tenderer must exist as a legal entity at the Closing Time;
(b) the Tenderer must attend the mandatory industry briefing; and
(c) the Tenderer must execute, and provide to the Contact Officer, a Deed of Confidentiality
Timeframe for Delivery:
The resultant contract is expected to commence on Friday, 1 December 2023 (indicative) and conclude on Monday, 30 June 2025. The table below outlines the key procurement and contract deadlines including timeframes.
