Tender Description
Homes Victoria, within the Department of Families, Fairness and Housing is seeking ACCOs with experience in delivering homelessness services to design and deliver the pilot program including:
- Aboriginal-specific homelessness entry point and Initial Assessment and Planning services, which may be physical, virtual and/or outreach-based.
- multidisciplinary Housing First team, to provide intensive support for people with multiple and complex needs.
- brokerage to support client needs
- management of the pilot program.
The pilot program will provide an Aboriginal-led and culturally appropriate response to Aboriginal people’s homelessness needs led by community for community. The pilot will enhance the service offering of existing ACCOs supported by a ‘no wrong door’ approach to screening rather than a single point or funnel for entry.
Responses to this call for funding submission process are not required to include detailed design of the pilot program. Responses should seek to outline the:
- ACCO’s service delivery approach and understanding of the purpose, function, and service components of entry points and Housing First teams.
- The ACCO’s relationships and partnerships with other ACCOs, mainstream housing, homelessness and other social services that enhance collaboration and service coordination and lead to successful client outcomes and better housing stability.
- An overview of the complementary services that exist alongside the pilot, or those available via a partnership with external services that would benefit and assist clients experiencing homelessness and mean successful outcomes are achieved.
- The ACCO’s experience and expertise in delivering housing and homelessness support to the Aboriginal community.
The detailed design of the pilot program will be self-determined and led by ACCOs successful through the call for funding submission process (‘successful provider’).
