SWTAFE - Warrnambool Tech School - Principal Design Consultant

In November 2022, the Victorian Government committed to funding the development of the Warrnambool Tech School situated on South West Institute of TAFE's Warrnambool City Campus.

The building will be designed to elicit an immediate positive reaction from students and visitors, providing energised, green and clean, hi-tech architecture commensurate with the cutting-edge nature of the experience provided within. Learning spaces will be designed to support the learning programs on offer, providing a variety of spaces for different activities, including the regular use of the high-tech equipment chosen to support the learning programs.

The Warrnambool Tech School learning spaces will be designed to:

  • Respond to local industry focus areas and related educational programs and activities.
  • Support contemporary learning and teaching practices with a focus on active, student-centred learning.
  • Facilitate collaboration and teamwork amongst students, educators, industry, and community partners.
  • Anticipate that educational programs and activities will change over time and therefore facilities must be agile to cater to unknown future program requirements.
  • Offer high levels of functionality while also offering spatial flexibility, enabling staff to use the facilities in multiple ways, affording teachers the opportunity to trial different pedagogies and reflect with colleagues and Tech School instructors on the relative successes of the pedagogies employed.
  • Provide breakout areas to allow students to work independently, with peers, or on a one-on-one basis with the teachers/instructors.
  • Elicit an immediate positive reaction from students to the Tech School environment and learning programs on offer.
  • Support the remote delivery of programs to students in their home schools, using online technologies to bridge the physical divide between Tech School and ‘home’ school
  • Allow for team teaching and group learning approaches.

The intention is to have the tech school completed and operational by mid-2026.

Scope

The successful consultant shall be appointed as the Principal Design Consultant and will be responsible for the coordination and provision of all design elements of all design disciplines, inclusive of engineering and building surveyor services where required to reach completion of Issued for Construction documentation.

Tender Process

This is the second stage of a three-stage procurement process for this project (refer below):

Following the closure of the EOI, the Tender Assessment Panel will evaluate all submissions received for this project against a list of weighted evaluation criteria provided below. This evaluation will provide shortlisting outcomes, with a select number of highest scoring applicants being invited to respond to the Selective Tender process for the project, currently expected to be released to those shortlisted late August 2023. All three stage (ATN, EOI and RFT) will be conducted through the Buying for Victoria Portal.

  • Prequalification on the Construction Supplier Register (CSR) under ‘Architectural’
  • $20m+ Professional Indemnity Insurance

Weighted Evaluation Criteria

  • 40% - Relevant experience and capability
  • 20% - Proposed project methodology and stages
  • 15% - Key personnel experience, staffing, subconsultants, technical resourcing
  • 10% - Proposed stakeholder/user-group engagement methodology
  • 10% - Policies and procedures including but not limited to OHS policies/guidelines, ISO accreditations etc.
  • 5% - Current projects, workload and availability

Non-Weighted Evaluation Criteria (essential)

  • Evidence of pre-qualification status on the CSR
  • $20m+ Professional Indemnity Insurance

Suggested Capability Statement Inclusions

Suppliers submitting a response to this EOI should provide a Capability Statement document, with the below provided as a guide on what types of information would ideally be included:

  • Company structure
  • Project team and relevant experience
  • Company and personnel qualifications
  • Proposed subconsultants (such as services engineers, building surveyors)
  • Experience working within the education sector, particularly in Tech Schools / STEM
  • Experience working with government organisations/institutions
  • Experience working on live education sites
  • Experience working on similar projects and/or on STEM focused projects
  • Experience in environmentally sustainable design to achieve 5-star Green Star building outcomes
  • Proposed high-level methodology and stages from project initiation to completion
