Tender Description

Hume Tech School – Principal Design Consultant

In November 2022, the Victorian Government committed to fund a Hume Tech School at Kangan Institute’s Broadmeadows campus. Tech Schools provides students with access to advanced technology, industry programs, authentic learning and problem-solving experience, and exposure to career pathways in STEM.

The Hume Tech School will engage with a number of local and regional industry and community partners to deliver diverse programs related to the curriculum for students in partner schools and support teacher professional learning and integration of STEM in the school environment.

The Hume Tech school will be future focused, flexible, and offer students from partner schools, one-day incursions and two-to-three-day educational programs. These will provide a significant deviation from the students’ day-to-day school experience, with a strong focus on design thinking aligned with local industry activities. The intention behind these immersive experiences is to help students decide what they want to do next and realise pathways from school to careers.

The Hume Tech School will offer specialist programs to students at partnering secondary schools, including encouraging under-represented groups such as girls, regional, rural, and Aboriginal and Torres Strait Islander students to pursue the highly qualified and highly paid jobs of the future, geared towards issues of sustainability and a clean energy future.

To support learning that is framed by problem-based and design thinking approaches, the Hume Tech School learning spaces will be designed to:

  • Respond to local industry focus areas and related educational programs and activities.
  • Support contemporary learning and teaching practices with a focus on active, student-centred learning.
  • Facilitate collaboration and teamwork amongst students, educators, industry, and community partners.
  • Anticipate that educational programs and activities will change over time and therefore facilities must be agile to cater to unknown future program requirements.
  • Offer high levels of functionality while also offering spatial flexibility, enabling staff to use the facilities in multiple ways, affording teachers the opportunity to trial different pedagogies and reflect with colleagues and Tech School instructors on the relative successes of the pedagogies employed.
  • Provide breakout areas to allow students to work independently, with peers, or on a one-on-one basis with the teachers/instructors.
  • Elicit an immediate positive reaction from students to the Tech School environment and learning programs on offer.
  • Support the remote delivery of programs to students in their home schools, using online technologies to bridge the physical divide between Tech School and ‘home’ school
  • Allow for team teaching and group learning approaches.

The intention is to have the tech school operational by the Semester 3 2026.

The project procurement plan involves the tendering of the main works package to the design and construct market at the 70% completion milestone of the contract documentation. At this point BKI will make available the design team including the architect, landscape architects and engineering consultants for novation to the preferred head contractors to complete developed design to IFC and deliver the project. Please note that the project manager, quantity surveyor and building surveyor will not be novated to the building contractor and will remain contracted to BKI for the entire duration of the project.

Scope

The successful consultant shall be appointed as the Principal Design Consultant and will be responsible for the coordination of all design elements of all design disciplines.

EOI Process

Consultants are invited to submit an Expression of Interest for the Hume Tech School Principal Design Consultant.

BKI intends to release formal Request for Tender for each project in August 2023 via Tenders Vic. The tender process will be a selective tender as defined within the tender documents.

To be considered for the selective tender please submit a capability statement addressing.

1. TAFE and tertiary education experience particularly in tech schools and education precinct planning with a total project value between $15M and $20M.

2. Stakeholder Management experience

3. Environmentally Sustainable Design experience to achieve minimum 5-star Green Star design and as-built
