Southern And Eastern Victoria Program (Esta5428ph3, Est02051 & Est207) – Market Sounding

⁠⁠⁠This is a notice for a market sounding.

To assist the Commonwealth, represented by the Department of Defence, in considering the potential delivery methodology for the Program, the Commonwealth invites participation in a Market Sounding process in accordance with the Market Sounding document from Respondents.

This Market Sounding is the second activity undertaken for the SEVP, due to direct impacts of the Defence Strategic Review (DSR) on the Program.

RAAF Base East Sale (ESL) is the key training establishment utilised by the Australian Defence Force (ADF) to deliver tri-service Initial Military Training (IMT) and Initial Employment Training (IET). ESL is considered critical for the raise, train and sustain of personnel capability and maintaining a mandated throughputs in support of the ADF and defence of Australia.

The Program will affect the delivery of critical facilities and infrastructure to support and enhance existing training functions at ESL. The three proposed projects include:

a) AIR5428 Phase 3 (ESTA5428PH3) Air Mission Training System (AMTS) Project at ESL, Victoria;

b) EST02051 RAAF Base East Sale Mid-Term Refresh (ESL MTR) at ESL, Victoria; and

c) EST207 Workforce Estate Program elements at ESL only.
