This Request for Quote (RFQ) process will be governed by the TMR Short Form Conditions of Offer contained in Section 2 – Conditions of Offer.

Any contract arising from this RFQ process will be governed by the TMR Short Form Conditions of Contract and Special Conditions in Section 3 – Special Conditions.

Briefing Date

Background

The Queensland Government's Queensland Train Manufacturing Program (QTMP) was established to meet the increasing demand for rail transport in South East Queensland (SEQ) over the next 10 years. The Queensland Train Manufacturing Program will build 65 new six-car passenger trains at a purpose-built manufacturing facility at Torbanlea, in the Maryborough region.

As part of the QTMP a new rail facility will be constructed at Ormeau, in the Gold Coast. The Ormeau facility will comprise a purpose-built depot for the maintenance of the QTMP trains and development of an adjoining stabling yard for 20 trains. The State is going to deliver the key elements of QTMP through a single Design, Build and Maintain contract (DBM Contract).

The QTMP will support South East Queensland's population and economic growth, as well as Cross River Rail and the Brisbane 2032 Olympic and Paralympic Games. Construction of the facilities, trains, and maintenance of the fleet will support Queensland jobs now and into the future.

In February 2023, Downer EDI Rail (Downer) was announced as the preferred supplier for the DBM Contract, with award of the final contract targeted for June 2023.

Purpose

The QTMP (the State) requires a Project Management Office Advisor (the Supplier) to provide advisory services for the for the QTMP, including the delivery phase of the DBM Contract and other projects not included in the DBM Contract
