Tender Description

⁠⁠⁠The City of Salisbury invites submissions from consultants or consultant teams for the auditing and revaluation for its Sporting Accessories and Public Lighting Assets.

The City of Salisbury has approximately 270 Outdoor Sporting Accessories across 55 sites for the provision of structured and community use sport, this includes;

  • training facilities,
  • courts
  • cricket wickets
  • sports field lighting.

There is currently limited data on the condition, age and function of these assets.

Council has approximately22,000 Public Lighting assets that have a primary function of illuminating public spaces within our City, this includes:

  • Lighting for Roads including both ‘P’ and ‘V’ category streets
  • Lighting Carparks
  • Reserve Lighting Assets (primarily for transport functions through reserves i.e. lighting paths through reserves)
  • Sportsground Lighting
  • Decorative Lighting

Tenders are invited from consultants or teams to undertake comprehensive audit and re-valuation to all Councils Sporting Accessories and Public Lighting Assets. The provision of the Services will assist Council in complying with its statutory obligations and meeting its vision through:

  • helping Council promote a healthier community and preserve the natural environment through contributing to the accessibility and maintenance of open spaces;
  • assisting Council to meet its legislative requirements to promote confidence in our leadership; and
  • helping Council promote a sense of community and improved levels of engagement with people, organisations and businesses.

The Contractor shall supply all labour, materials and plant for the inspection of assets to help minimise the risk of injury or equipment failure occurring, and to provide high level of operation and safety for users.

Scope will include:

  • Condition assessment; including structural assessment
  • Fit for Purpose/Function assessment; including commentary about any applicable standards
  • Compliance; identification of compliance requirements and any non-conformance
  • Valuation
  • Assessment of current SAPN supply and capacity for each site.
  • Limited data collection and update o the asset register.
