Development Victoria (DV) is responsible for the delivery of Major Competition Venues Infrastructure for 2026 Victoria Commonwealth Games.
Development Victoria is seeking responses to this Expression of Interest (EOI) for the services of a head contractor to facilitate the construction of the facilities and associated support infrastructure for the 2026 Victoria Commonwealth Games including construction of a new aquatics facility which will include two 50m pools, one diving pool, roads, service infrastructure and associated amenities. Following the Commonwealth Games the head contractor will remove the 50m pools and construct a Local Sports facility that includes sports courts, community pool and green open space.
This EOI has been prepared to assess the ability of prospective Bidders to provide the works. A shortlist of Bidders may be selected to proceed to the Request for Proposal stage of the procurement.
The procurement model is currently being confirmed and finalised. However, the successful contractor is likely to be engaged using either a Novated Design & Construct or a Managing Contractor model.
The procurement will be subject to several Government procurement policies including the Ministerial Directions for Public Construction Procurement in Victoria, Local Jobs First obligations, Fair Jobs Code, and the Social Procurement Framework. In addition to these procurement policies, the Commonwealth Games 2026 has three primary goals for the Games, two relating to Regional Development and Lasting Legacy.
The EOI will close at 2pm on 1 June 2023. The RFP is expected to be released in July 2023, with contractor appointment finalised in August 2023.
