Tender Description

Victoria Police have initiated a program of works to equip Frontline Police and Protective Service Officers (PSOs) with Conducted Energy Devices (CEDs), which is a hand-held device that delivers an electrical current through the application of probes, which results in neuro-muscular incapacitation. Investment in CEDs enables Victoria Police to have an enhanced capability to safely resolve violent incidents with an additional tactical option.

 Within the CED Program, is the Deployment Stream who responsible for the state-wide deployment of CEDs and Ancillary Equipment to stations. In preparation for this, a physical security uplift is required within a dedicated CED Prestaging area at our storage facilities in Metropolitan Melbourne. As such will be seeking the following services via dedicated vendor to address all requirements by end-August 2023.

Background

The Australian Security Intelligence Organisation (ASIO) provides guidelines for the protective security requirements that should be applied for the construction of Security Zones 3 where security-classified or sensitive information, classified assets and/or classified equipment is stored, handled, processed or discussed to meet the physical security standards and the relevant guidelines of the Australian Government Protective Security Policy Framework (PSPF).

Engagement with Victoria Police’s Physical Security Unit and their sub-contractor – Security Consulting Group (SCG) has identified that due to the requirements of the dedicated CED Prestaging area, a Zone 3 security level is required.

Elements and functions of a Zone 3 include:

•            limited employee and contractor access, with escorted or closely controlled visitors only,

•            appropriately secured points of entry and other openings,

•            a tamper-evident barrier, resistant to surreptitious and covert entry,

All points of entry and exit into a Zone 3 must be appropriately constructed and secured. All perimeter doors should:

•            be alarmed and monitored by the security alarm systems, where installed,

•            be configured for fail-secure operation from the insecure side and fail-safe from the secure side,

•            have all commercial grade locking hardware installed by an appropriately qualified locksmith, and

•            use a Security Construction and Equipment Committee (SCEC) approved locksmith when installing SCEC approved locking hardware and keying systems.

Physical Security has inspected the earmarked dedicated CED deployment area. This space entails  the conversion of an existing internal room and security uplift for the whole space to be rated at Zone 3 as per the PSPF.

The anticipated works include, but are not limited to:

•            Replace roller door access with outward opening Zone 3 doors which allows the ingress and egress of a standard pallet

•            Install Zone 3 doors at all pedestrian ingress and egress points

•            Strengthen all walls of the CED Prestaging area to provide a tamper-evident barrier, resistant to covert entry

•            Install an internal tamper-evident barrier resistant to surreptitious and covert entry within the ceiling space of the dedicated area

•            Replace any existing ceilings vents with Zone 3 compliant vents

•            Install security grill in any ventilation system located over the dedicated area

•            Install alarm infrastructure

•            Install CCTV system - including cameras & monitors

•            Install duress alarm system

•            Install multiple access control systems

•            Conversion of existing windows to a secure service desk area at one end of the CED Prestaging area

•            Secure several windows of CED Prestaging area which borders an internal pedestrian and vehicle thoroughfare

•            Creation of attached locker room not accessible from the CED Prestaging which includes, but is not limited to,

  • the reconfiguration of an existing bathroom space to alter the access point e.g., wall off access from within the CED Prestaging area
  • installation of an additional toilet
  • installation of a vanity and other bathroom related items, e.g., hand drier etc
  • installation of securable lockers
  • Install access control system
  • Please note we are in the process of finalising all specifications and the aforementioned list is subject to minor adjustment.

    We estimate the Open Market RFT to be released via Buying for Victoria on 04/05/23.
