Council in undertaking internal audit services as part of the Council's Internal Audit function.

The provision of Internal Audit Services will include audit reviews in areas that are designed to improve and optimise the Council's compliance and performance, such as but not limited to:

(a) legislative and procurement policy compliance;

(b) internal governance processes and controls;

(c) effectiveness of corporate risk management controls and processes;

(d) Review of sustainability and waste management frameworks and processes;

(e) Review of asset management frameworks and processes;

(f) Management of information systems (ICT and cybersecurity);

(g) payroll accuracy and process effectiveness;

(h) Revenue recognition, controls, and processes;

(i) incoming and outgoing grant management processes; and

(j) other specific issues relating to local government or identified by the Principal.

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

Lodgement of Submissions: Completed responses must be lodged by uploading the submission electronically, using the response forms within the tender documentation.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Closing Time and Date: The tender closes at 4:30 PM, Thursday 5 June 2025. Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
