Tender Description
Council seeks to appoint a consultant for the successful condition assessment, missing inventory data collection, and to develop long term works program for all Council buildings in the municipality.
The works under this contract include site inspection, condition assessment, and estimation of remaining life of assets listed in Appendix 1. Council’s current building asset register is not complete, and it is expected to collect missing inventory data with photographs of each asset to populate in the AMS through this contract. The Consultant is expected to demonstrate the best methodology to collect these data, with detailed deliverable and the processes to be used in this contract in their quote.
Council intends to carry out a condition survey of all Council buildings through this contract to satisfy the requirements necessary for routine building facility management activities such as maintenance, retrofitting, restoration, upgrading and long-range planning. A summary of building list in given on Table 1 and detailed in Appendix 1. Some buildings may have separate tenancies.
The scope of this project includes:
- Inspecting the assets physically to assess the actual condition of the assets and its individual elements and services (e.g., air conditioning, fire protection) as specified,
- Identifying critical assets based on high consequence of failure and those assets essential to support social and business needs of both local and national economy.
- Council AMS has records of all the buildings populated in three hierarchies, namely, buildings, components such as roof, sub-structure, super structure, services and simple assets (A term used in Council AMS). Under each component, some buildings have assets such as walls, doors, windows etc. at hierarchy 3 level. The consultant is expected to identify all the assets at hierarchy level 3 with complete inventory data for such assets and provide a list in excel format as listed in Part 3 Specifications
- Recording the extent, severity, and dimensions including photographs of all the defects identified at component and asset levels.
- Identifying timely maintenance and renewal works with cost estimate, required to bring the condition of the building and its services up to, or maintain it at, expected condition standard,
- Ranking maintenance and renewal work in order of priority. The consultant may use industry standard priority system and shall indicate them in the methodology.
- Determine actions required to mitigate any immediate risk until remedial works (or other actions) can be taken to address problems.
