Tender Description
Whitsunday Regional Council (Council) is seeking a suitably qualified and experienced Trail Contractor for the Cape Edgecumbe Heights Walking Track Upgrade Project in Bowen QLD 4805.
The existing walking track is undergoing an upgrade to:
a) improve track walkability, safety and erosion control; and
b) a higher standard to ensure the tracks are to Councils Levels of Service (LOS) requirements; and
c) meet current relevant standards (refer to 3.1.2 Statutory Requirements)
Council will be completing the Edgecumbe Heights Walking Track Upgrade Project in multiple phases. The section of the walking track, up to Mother Beddock, and down into Murray Bay across the beach front and up the created stair path), is the area of works which Council must prioritise for the first upgrade phase. This area’s surfaces and surrounding areas have become unsafe for members of the public to utilise for walking and exercising.
This Contract is to complete the upgrade works for the first phase comprising the following stages:
a) Stage 2 – approximately 94 metres, commencing at the large boulder from Horseshoe Bay track to the WWII intersection.
b) Stage 2B – approximately 165 metres, commencing at the WWII intersection taking you down the Murray Bay beach stair to the start of the sand.
c) Stage 2A – approximately 94 metres, commencing midway along Stage 2 up to the Horseshoe Bay lookout.
d) Stage 3 – approximately 738 metres; commencing at the Murray Bay Carpark taking you up over past Mother Beddock to the smaller Lions Lookout and
e) Separable Portion 1 - Stage 3A – approximately 26 metres, commencing at mid-way alone Stage 3 taking up to Mother Beddock Lookout and back. No through track (Note: Separable Portion 1 is dependent on budget and funding approval).
The track upgrade scope of works for this Contract involves the rebuilding of the existing track and includes, but not limited to:
a) demolition/removal of existing damaged and unsafe concrete and timber steps (to a registered landfill and any associated costs are the responsibility of the Contractor)
b) installation of new precast concrete steps (Principal Supplied Items (PSI’s))
c) construction of new rock or concrete steps
d) repairs to existing steps
e) construction of new side drainage to eliminate erosion damage caused by water flowing down the track.
f) track widening and tread hardening.
g) installation of sheet rock paving.
h) installation of a Replas bench seating (Principal Supplied Items (PSI’s)); and
i) installation of Replas Podium Signage (Principal Supplied Items (PSI’s)).

A non-mandatory site inspection has been arranged for 2.00 pm (AEST) Tuesday 14th March 2023 meeting at the Horseshoe Bay Beach Shelter, Horseshoe Bay Road, Bowen Qld 4805.
