Tender Description

⁠⁠⁠Development Victoria is seeking to engage Quantity Surveying services for the Central Pier Demolition Works Project.

The Quantity Surveyor will be required to:

provide cost planning services for all elements of Project.

work with other consultants, including a multi-disciplinary team of specialised engineers, demolition contractors and legal advisers, as required.

assess the cost of works, verify the costs, develop a cost plan and assist in maintaining the budget.

The selected supplier will be required to have demonstrated experience in providing cost planning services under the managing contractor model. Ideally the consultant would have experience of projects within metropolitan waterways.

 

Central Pier Demolition Works Project

 

Central Pier demolition works will be delivered through a two Stage Managing Contractor Design and Construct (D & C) form of contract

 

Stage 1 of the project will effectively be a design phase, whereby the Managing Contractor will be engaged to prepare a concept and methodology for the systematic deconstruction of Central Pier. The Managing Contractor’s responsibilities will include developing programmes, works practice statements, numerous management plans, service termination and/or relocation and adhering to all authority requirements, in preparation of Stage 2 (demolition of Central Pier). The Quantity Surveyor will be required to work with the Managing Contractor to utilise the information obtained to develop a cost plan.

 

Stage 2 of the Project is the deconstruction and removal of the Central Pier structure and the sheds on it. The key requirement of the QS consultant for Stage 2 will be to ensure that the project budget is reset to incorporate the Lump Sum Offer and that this budget incorporates all envisaged Stage 2 costs and that this budget is then managed and maintained. This Stage of the project will require a cash flow married to the programme to ensure continued funding. The Quantity Surveyor will regularly meet and work with the Managing Contractor, Development Victoria and other consultants, with a particular focus to identify and raise risk associated with the budget, perform monthly contractor claim inspections, provide cost related assessments and continued reporting and assistance with maintaining the budget.

 

Procurement model

The procurement will be conducted as a single phase, select tender, with participants selected from the Victorian Government Construction Supplier Register, using the category Quantity Surveyor.

The Consultant will be engaged to provide the services under Development Victoria’s Minor Services Agreement.
