The Accident Compensation Act 1985, Workplace Injury Rehabilitation and Compensation Act 2013, Transport Accident Act 1986 and Wrongs Act 1958 require that assessments of the degree of impairment are to be undertaken by a registered medical practitioner who has successfully completed a Ministerially approved course in the application of the American Medical Association Guides to the Evaluation of Permanent Impairment (Fourth Edition) (the Training Course).
In addition to the specific methods mentioned above, the AMA4 Guides comprises chapters covering various bodily systems. The training program must be sufficiently flexible to enable a general practitioner or specialist registered medical practitioner to undertake one or more modules relevant to their particular circumstances.
The fundamental objective of the training programme is to improve consistency in the application of the AMA4 Guides amongst registered medical practitioners and improve both intra and inter-rater reliability of impairment assessments.
Both intra and inter-rater reliability of impairment assessments should be influenced by the use of suitably qualified trainers in delivering stream modules, participants refresher training and materials being up to date and contemporaneous of any legislative requirements, superior courts decisions etc. Quality assurance of assessment tasks and support to newly accredited examiners to assist inter-rater consistency.
