Tender Description

The Transport Services – CEF Logistics are required to undertake the movement of containers and cargo between CTOs, depots and warehouses and the ABF Container Examination Facilities.

The CEFs are purpose built, integrated facilities that house a range of x-ray systems and other technologies enabling the rapid examination of selected sea cargo. The CEFs are currently located in Sydney, Brisbane, Melbourne, Fremantle, Adelaide and Darwin with a new CEF site in Townsville will become operational in 2023.

The examination process is conducted by the ABF, with support from commercial CTOs, depots and warehouses, who prepare the containers/cargo for collection by the transport services provider.

A virtual industry briefing session will be held on Wednesday 15 February 2023 at 2:00 PM (local time in Canberra, Australian Capital Territory). To register your interest in attending this briefing session, please email transportservicesproject@homeaffairs.gov.au.

The cut off time for enquiries about the RFT is 2:00pm on 22 March 2023 (local time in Canberra, Australian Capital Territory). All questions relating to this RFT will need to be submitted prior to this date.

Conditions for Participation:

Tenderers will be excluded from consideration if they fail to meet the following Conditions for Participation and Minimum Content and Format Requirements as detailed in Part 1 – RFT Details in the Request for Tender for the Provision of Transport Services HOMEAFFAIRS/2081/RFT document:

Conditions for Participation

a) The Tenderer must either:

i) hold all Valid and Satisfactory Statement(s) of Tax Record relevant to its entity type by the Closing Time (see https://www.ato.gov.au/business/bus/statement-of-tax-record/ for further information); or

ii) have a receipt demonstrating that all Statement(s) of Tax Record for its entity type have been requested from the Australian Taxation Office by the Closing Time, and holds all Valid and Satisfactory Statement(s) of Tax Record no later than four (4) Business Days after the Closing Time by email to the Contact Officer.

b) The Tenderer must hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods and/or services with an estimated value of over $4 million (GST inclusive).

Minimum Content and Format Requirements

1. The Tenderer must attach to their Tender a completed and signed copy of the Deed of Undertaking and a completed and signed copy of the Statutory Declaration substantially in the form set out in the Terms and Conditions in Form 1 and Form 2 in Part 3 of Attachment B, respectively.

2. The Tenderer must submit with its Tender:

a) for the Tenderer, either:

i) all Valid and Satisfactory Statement(s) of Tax Record relevant to its entity type; or

ii) a receipt demonstrating that all Statement(s) of Tax Record for its entity type have been requested from the Australian Taxation Office for the Tenderer and the Tenderer then provides all Valid and Satisfactory Statement(s) of Tax Record relevant to its entity type within four (4) Business Days after the Closing Time by email to the Contact Officer.

b) A Valid and Satisfactory Statement of Tax Record for any First Tier Subcontractor that it proposes, as part of its Tender, to engage to deliver the Services with an estimated value for the subcontract of over $4 million (GST inclusive).

3. All language, including in all attachments and supporting information, must be written in English.

4. Unless otherwise specified in the Statement of Requirement, all measurements must be expressed in Australian legal units of measurement.

5. All prices must be in Australian currency.
