Provision of Engineering Services for the Caroline Landfill and the Orchard Road Landfill

⁠⁠⁠Caroline Landfill, opened in April 1997, is located approximately 12 kilometres east-south-east of Mount Gambier on Kain Road with access off Vorwerk Road, Yahl, South Australia. The facility is the only licenced landfill south of Brinkley Landfill at Murray Bridge making it a vital infrastructure site for waste management within the Limestone Coast region. Waste has been disposed of at Caroline Landfill since 1997, with an annual tonnage of 29,338 interred in the financial year 2021/2022.

Orchard Road Landfill is the former landfill site for the City of Mount Gambier which was closed and rehabilitated in 1997 upon commencement of landfilling at Caroline Landfill. As part of the aftercare requirements of a closed landfill site Council have a monitoring plan for the site which includes groundwater monitoring every two years to determine leachate impact on groundwater quality.

The City of Mount Gambier (the Council) is seeking tenders for Engineering Consultancy Services related to review, design, project supervision, monitoring and advice for Caroline Landfill and Orchard Road Landfill post closure groundwater monitoring in accordance with current relevant legislative requirements including but not limited to EPA Guideline Environmental Management of Landfill Facilities – Solid Waste Disposal (2019). A two year contract with the option for a one year extension will be required to be entered between Council and the successful tenderer. The extent of service required involves the following.
Caroline Landfill:
• Future cell design
• Future capping design
• Construction supervision
• Review of Leachate, Groundwater and Landfill Gas Monitoring Plan
• Annual leachate, groundwater and landfill gas monitoring including report
• As constructed reports
• Review of landfill staging and cell plan
• Review of Daily Cover options
• Review of Leachate Management options

Orchard Road Landfill:
• Groundwater monitoring including report once every two years
