⁠⁠⁠Project Brief

Council is seeking an experienced consultant to develop a ten-year Tablelands Region Cycling Strategy 2023–33.

The project aligns with TRC's vision to work together to create a vibrant, sustainable, inclusive, and prosperous region (TRC Corporate Plan 2021-2026).
 
The development of the ten-year strategy will contribute towards increased participation in recreational cycling to support health and wellbeing, economic, tourism and social benefits for our community.
 
The Scope of Works
 
The Tablelands Region Cycling Strategy 2023-33 will include all forms of cycling – road, mountain bike and off-road trails. The Strategy will take into consideration all demographics and capabilities.
 
Project Stages

Stage 1 – Research, review, and plan
 
• Desktop review of relevant internal and external strategic documents and how they apply to the TRC region, other local government strategies, regional and TRC community profile.
• Preparation of a community engagement and communication plan for TRC Officer's review.
• Inception of the Cycling Advisory Committee will be by TRC; however, the consultant will be informed and guided by the committee for the duration of the project. A Councillor or their delegate will chair the Committee, and expressions of interest will be sought from community by TRC in early 2023.
 
Stage 2 – Community Engagement and consultation
 
• Undertake engagement with community, peak bodies, and regional tourism organisations.
• Stakeholder workshops or pop-up sessions (to include each town in the TRC Local Government Area including Atherton, Malanda, Herberton, Ravenshoe, Tolga, Millaa Millaa, Mt Garnet, Walkamin, and Yungaburra).
• Development of a survey (approved by TRC) and made available through the TRC engagement portal.
• Collate engagement feedback and present engagement report to TRC.
 
Stage 3 – Strategy Development
 
• Draft Tablelands Region Cycling Strategy 2023-33 in line with TRC Style Guide and templates.
• Workshop draft with Cycling Advisory Committee, Councillors, and key TRC senior officers.
• Draft Tablelands Region Cycling Strategy 2023-33 to be made available for public feedback.
• Collate and consider community feedback in the final Strategy
• Progress meeting with Cycling Advisory Committee to discuss how feedback has been incorporated.
 
Stage 4 – Final Strategy
 
• Present final Tablelands Region Cycling Strategy 2023-33 at Council workshop, aiming for end of May 2023.
• Work with TRC staff to develop Council report seeking endorsement at Council meeting, aiming for June 2023.
• Launch Tablelands Region Cycling Strategy 2023-33.
 
For consideration
 
• Communication, including media releases, social media, surveys etc., will require the approval of TRC's Communication & Engagement team and the Manager Community Service.
• The successful consultant must allow for internal engagement with officers and Council on multiple drafts depending on the feedback from Community and Council workshop/s.
• Compliance with Work Health and Safety legislation and TRC contractor induction.
 
Out of Scope
 
• Commuter travel – Any feedback during community consultation that relates to commuter travel will be retained for TRC's future review of Atherton Shire Council Cycling Pedestrian Strategy.
• Motorbikes, horse trails, quad bikes and 4WD recreation.
• Graphic design – TRC Communication team have a strategy template and will liaise directly with the graphic designer upon supply of content.
