The Department of Environment, Land, Water and Planning (DELWP) is inviting tender submissions from a suitably qualified organisation with relevant experience to provide fire emergency evacuation training and associated services for our regional Victorian properties. Jones Lang LaSalle (JLL) acts as the Principal’s Representative and is the contracted Facilities Manager for the Department.

The prospective engagement will be for a contracted term of 3 years with an option for 1 year.

DELWP will be moved into the Department of Energy, Environment and Climate Action (DEECA) from 1 January 2023.

Tenderer’s must tender for the provision of services to either one, multiple or all complete regions as a minimum. Tenders submitted for specific sites comprising less than a complete region will be considered non-conforming and will not be assessed.

The Tenderer will be engaged to provide all fire emergency evacuation and security awareness training services within the property portfolio located within regional Victoria.

Services should include, but may not be limited to the following:

•             Conduct a detailed site inspection and identify requirements;

•             Identify site security issues;

•             Develop and provide security awareness training;

•             Training programs, including annual evacuation exercise and reports;

•             Develop and provide evacuation diagram plans (both electronic and hard copy);

•             Emergency response procedure manuals (both electronic and hard copy);

•             FIP and EWIS training (where applicable)

•             Establish, maintain and provision warden register (both electronic and hard copy)

•             Identify and notify risk hazards which may impede safe evacuation;

•             Identify and notify work practices that may impede safe evacuation; and

•             Essential services systems and equipment.
