Advanced Tender Notice
Development Victoria is preparing for the release of a Request for Proposal (RFP) to engage a suitably experienced demolition and deconstruction contractor for the Fox: NGV Contemporary (NGVC) Early Works. NGVC and other sub-projects are part of the Melbourne Arts Precinct Transformation (MAPT), the largest cultural infrastructure project planned for delivery in Australia.

Scope
The works will focus on the deconstruction of the commercial office building at 77 Southbank Boulevard, Southbank. Works are planned to commence in April 2023 and be completed in December 2023.

The building at 77 Southbank Boulevard is comprised of 5 office levels, a roof top plant compound and single level tanked basement including a carpark.

77 Southbank Boulevard is a triangular site bounded by roads on all three sides. Also adjacent to the site are high-rise residential apartments, hospitality businesses, a number of gallery, recording and performance venues including NGV International, bike lanes and tram lines.

Broadly, the Contractor will:

1. Abolish all existing services to the building.
2. Safely strip out and deconstruct the building to the basement level slab and retention, achieving a minimum landfill diversion rate of 95% to support the MAPT sustainability objective of Aim For Zero
3. Provide reporting on the landfill diversion and recirculation of materials, including chain of custody
4. Manage noise, vibration and dust levels within specified tolerance

The successful bidder will be required to have demonstrated experience in large scale multi-storey deconstruction and demolition in similar environments.

Procurement Model
The procurement will be conducted as a single-phase select tender, with participants selected through the Victorian Government Construction Supplier Register (CSR). Participants will be selected from the CSR category “Demolition’.

The Contractor will be engaged to deliver the works under Development Victoria’s standard Construct-Only Agreement which is a modified AS2124 Contract.
