Cardinia Shire Council is extending an invitation to a suitably experienced artist or group of artists to submit an Expression of Interest (EOI) for the development of a public artwork designed for the exterior of the Comely Banks Pavilion in Officer.
The budget for this project totals $54,000 (excluding GST), which includes a $2,000 concept development fee for two shortlisted candidates, leaving $50,000 for the final artwork.

The Comely Banks Recreation Reserve (125 Bridge Road, Officer) is a sporting hub surrounded by rapidly growing residential areas. This development will help serve the sport and recreation needs of Cardinia Shire residents as well as local schools into the future. The Comely Banks Pavilion is a new single storey building on a greenfield site at the heart of the reserve.
A public artwork at this location is intended to bring a creative flare to the surrounds. Artists are encouraged to familiarise themselves with the site to develop an artwork proposal suitable to the location. This artwork should form part of a greater project plan which will encompass community consultation, target audience research, suitable material selection and artwork location, interpretive values and themes, and most importantly the address of the selection criteria.
Artists’ proposals will be measured against the following selection criteria:
• Community engagement – Proposed community engagement across a wide and varied demographic
• Thematic approach – appropriateness of established themes and artistic approach
• Feasibility – ability to deliver the project on time and within budget, as well as having a strong project plan
• Artistic merit – demonstration of artistic ability and examples of previous work
