Tender Description

⁠⁠⁠Alexandrina Council is seeking the services of a qualified and experienced aquatic contractor for the management and operations of the public swimming pool at Strathalbyn.

The Strathalbyn Swimming Pool directly services the township with a population of 6,504 and surrounds. It is located in the heart of Strathalbyn, set in picturesque gardens overlooking the River Angas.

The pool is seasonal, October to April, with the majority of the attendances (average of 17,000-19,000 annually) occurring during the Christmas school holiday period. The pool is also a popular morning lap swimming venue.

The complex comprises of;

  • Main pool comprises of a six lane lap pool 50m x 13m, 1.23m to 1.8m deep with partial shade structure
  • Children’s pool 8m x 3.5m, 0m to 0.40m deep with shade structure
  • Change rooms, showers and toilets
  • Café
  • Party/Meeting Room

Whilst a valued community facility, the Strathalbyn pool is a challenging complex to manage. Outside of the school holiday period and morning lap swimming, attendances are very low. The only time there is in influx of attendances outside of these times is in extreme (+35 degree) hot weather conditions. Being a regional and seasonal facility it is also challenging to recruit appropriately qualified staff – whether that be for lifeguarding roles or other aquatic roles eg. Swimming instructor.

The services to be provided by the prospective contractor include:

Infrastructure and Utilities

  • Preparation of the pools, buildings and equipment prior to each season
  • Maintenance and cleaning of the pools, grounds, equipment and buildings
  • Responsible for all costs and the ordering of all chemicals, garbage collection and toilet paper
  • Operation of the filtration plant, treatment and chlorination of the pool water to ensure compliance with the Health Act requirements
  • Implement winterisation program

Patron Safety

  • Supervision of all patrons using the facility, in line with relevant guidelines and standards including RLSSA Guidelines for Safe Pool Operation

Programs, Bookings and Customer Service

  • Collection of entry fees, memberships and kiosk income
  • Operation of the kiosk (in line with Council’s Health and Wellbeing Plans or guidelines)
  • The coordination of all bookings, events, user group activity and general usage at the swim centres

Staff Recruitment, Payroll, Induction and Management

  • The employment of all staff to operate the various facilities including the payment of wages and
  • Workers Compensation Insurance
  • Rostering of all staff to operate the various facilities

Risk and Insurance

  • Insurance of the equipment and property owned by the Contractor
  • Public Liability insurances for the management of the facility
  • Compliance with all relevant legislative requirements and guidelines including Working With Children, Public Health Act, RLSSA Guidelines for Safe Pool Operation
  • Responsibility for all workers compensation claims

Operating Dates and Hours

  • Summer School Holiday Opening Hours (approx. Mid December – Jan 31)
  • Monday to Friday - 6am to 7pm
  • Saturday & Sunday – 7am to 6pm
  • Opening hours (excluding the summer school holiday period) – mid October to mid-April
  • Lap Swimming 6am to 8:30am *The pool open for lap swimming regardless of temp
  • General Admission (25 degree forecast or over) – 3 pm to 7pm
