Tender Description
Container Exchange (COEX) are seeking processing service providers to participate in Queensland’s Container Refund Scheme - Containers for Change.
Background
Containers for Change is Queensland’s container refund scheme implemented by Container Exchange Limited (COEX).
Established on 1 November 2018 to give people an incentive to collect and return containers for a 10-cent refund. The aim is to reduce the amount of drink containers that are littered and increase Queensland’s recycling rate.
COEX works with local stakeholders to provide container recycling solutions that supports the community. We believe there is a better way to recycle that positively impacts individuals, communities, and the environment. Driving enablement and participation in the Queensland Containers for Change scheme.

Processing Service Providers
COEX establishes and oversees the operation of processing service providers, who operate as independent contractors through Processing Services Agreements. Processing service providers currently perform the following services forming a key part of the delivery of the Scheme:
• Supply, management and maintenance of infrastructure for collection and transportation of beverage containers (collection infrastructure).
• Receipt, weighing and storage of beverage containers delivered from container refund points.
• Compaction and baling of delivered beverage containers.
• Facilitation of auction of materials through the Scheme electronic auction portal.
• Coordination and loading of processed beverage containers for shipping to recyclers.
COEX is considering contracting separate service providers to supply, manage and maintain collection infrastructure that is currently provided through Processing Services Agreements. These services may be contracted through a new and separate agreement.
Opportunity
We are seeking service providers who can deliver processing services and/or collection infrastructure services for the Scheme from 1 November 2023. Suitably qualified organisations are invited to apply at any or all of the following locations across Queensland.
