West Angelas Ammonium Nitrate Reload Facility

⁠⁠⁠Context

The West Angelas Ammonium Nitrate (AN) facility is becoming increasingly displaced from future deposits, eroding reload efficiency for the site Drill and Blast Team. As deposits open up further away from the existing ANFO (Ammonium Nitrate and Fuel Oil) storage, Mobile Processing Units (MPU's) are required to travel further to reload on the precursors of diesel, Ammonium Nitrate, Emulsion and detonators. A new facility is proposed closer to deposit which wound enable near to operations reload of the blasting precursors.

Scope of Work

The Service Provider is required to complete Feasibility Engineering, of the West Angelas (WAN) AN Reload Facility, Buildings and Infrastructure.

- Complete detailed design for the facility. Please note that XBulk, whilst used for other facilities are non-preferred for the AN bins. Fabrication through WA Based fabricators would be preferred. Company supplied engineering drawings for these units will be provided for reference. The attached Consultants brief is for information only, but details some of the key outcomes we would be seeking from this study.

- Service provider would need to provide support to see project through RTIO (Rio Tinto Iron Ore) Stage Gate approval by preparing interim execution estimate and Feasibility presentation for endorsement. Vendor would not be disqualified from participating in Implementation tender.

- Develop procurement detail for the company nominated specialist equipment by directly liaising with the specialist equipment Vendors / fabricators.

- Complete earthworks design associated with the construction area including relocation of any underground services, storage of top soil in an area nominated by the Company within the West Angelas mine site for future land rehabilitation.

- Complete all engineering for civil works, car park, drainage associated with the AN Reload Facility. Including improving vehicle access to and from the construction site.

- Complete installation and commissioning of all specialist equipment by engaging specialist equipment vendors representatives directly. Including, but not limited to AN Bins, ANE (Ammonium Nitrate Emulsion) Tanks, Diesel Tanks, Magazine storage.

- Develop commissioning plans for the AN Facility.

- Supply of all materials, tools, P&E (Plant & Equipment) and all other services and systems necessary to complete the study.

Pre-requisition for Service Provider:

There are significant portion associated with specialist equipment procurement with long lead times of up to 10-12months. These commitments must be expedited through feasibility so that critical path is not pushed out.
