Tender Description

DVA is seeking to establish a new panel of VHC Service Providers to replace the current arrangements for home care services which will have reached the end of their contract (including extensions) on 30 November 2023.

The Department requires the provision of services for high quality and cost effective VHC Services to eligible clients. The VHC Program has been established for over 20 years and currently serves over 36,000 clients annually. Its aim is to provide a small amount of in home practical help so eligible clients can continue to live independently. It is not designed to meet complex or high-level care needs. Services available through the VHC Program are:

(i)          Domestic Assistance;

(ii)         Personal Care;

(iii)        Respite Care (In-Home Respite and Emergency Short-Term Home Relief (ESTHR);

(iv)        Home and Garden Maintenance including Lawn Mowing; and

(v)         Social Assistance under the Coordinated Veterans’ Care program. 

 

Through this process DVA is aiming to ensure the continuation of VHC service delivery to eligible clients and maintain service capacity levels over the next two to six years.

Other Instructions:

Due to a restriction in the number of attachments, two attachments of the Tender Response Form have been issued as an addenda.  They include Attachment 13 - Modern Slavery Questionnaire and Attachment 14 - Privacy and Data Security Questionnaire.  Please ensure they are answered and included in your response.

Conditions for Participation:

The Department will exclude a tender from further consideration if, at any time prior to the execution of any resultant Contract, the Department considers that the tenderer does not meet one or more of the following conditions for participation:

(a)         clause 5.1(a)(i) (Judicial decisions relating to employee entitlements);

(b)         clause 5.1(a)(ii) (Trade sanctions);

(c)         clause 5.4 (Australian Industry Participation);

(d)         clause 5.5 (Workplace Gender Equality);

(e)         clause 5.6 (Shadow Economy Procurement Connected Policy) ;

(f)          clause 5.7 (Modern Slavery);

(g)         Tenderers must be, and must deliver VHC services through, a non-individual legal entity such as a company, trustee, partnership or registered association; and

(h)         Tenderers must accept, without variation, the fee schedule and indexation arrangements as set out in Schedule 4 – Fees and Payment of the Draft Contract.
