Tender Description
Introduction
The Rural City of Wangaratta (Council) requires a suitably qualified contractor specialising in Facilities Management, Quantity Surveying or other related disciplines to conduct a condition assessment and develop a long term renewal/replacement plan of all non-fixed assets not limited to Fittings, Fixtures, Furniture located within the following Council owned and operated Building Assets:
Wangaratta Performing Art and Convention Centre (WPACC)
Wangaratta Art Gallery (Gallery Space and Workshop)
Wangaratta Library (inclusive Digital Hub)
Wangaratta Sports and Aquatic Centre (WSAC)
Wangaratta Children’s Service Centre
All buildings are located within the urban centre of Wangaratta, a regional centre located in North East Victoria, approximately 2.5 hours north of Melbourne on the Hume Hwy.
The objective of provision of a condition assessment and renewal plan is to contribute to the whole of lifecycle planning for asset renewal and upgrade, enabling Council to develop an informed and targeted prioritised renewal and replacement program addressing the service level needs.
Scope
The scope of works for this specification includes:
Provide an inventory of assets for all fixtures, fittings and furniture for the five specified building facilities
Provide a condition assessment, using IPWEA standard 1-5 condition rating scale of all identified assets from the inventory
Provide a 10-year renewal and replacement plan, prepared individually for each building facility, on the basis of all assets identified from inventory and condition assessment
Provide in the 10 year renewal plan, cost estimates for replacement for all the assets or groups of assets identified.
Provide all necessary data files for the reconciliation and data cleansing of Councils Asset Register (both physical register and Financial Asset Book) from the resulting inventory
Present the finalised renewal plan to senior management and building facility asset managers

Submissions
All responses must be lodged via this online e-Tendering Portal; submissions received via any other means (including hardcopy) will not be accepted, nor considered. Incomplete and late submissions will also not be considered.
Tenderers must allow sufficient time to upload and submit all documentation, as the e-Tendering system will automatically lock at the Closing Date and Time preventing partially submitted responses from being completed.
