Tender Description
Broken Hill City Council is seeking Expressions of Interest from suitably qualified consultants to deliver a 10-year Growth Strategy for the Broken Hill Civic Centre.
The Broken Hill Civic Centre was built in 1970 and is located in the CBD of the City. It is owned and operated by the Broken Hill City Council. In 2010, the centre re-opened following a $5.1M upgrade.
Noted as the premier convention, exhibition, and entertainment venue in Far West NSW it features specific design elements to enhance the characteristics of Broken Hill’s National Heritage listing and incorporates the functionality of a conference, meeting, and entertainment venue.
Council requires a full analysis of the business to be undertaken and opportunities identified for growth and diversification to ensure the future sustainability of the business.
The following issues should be considered in the business analysis and development of the Strategy.
1. The venue is a Council-owned facility and pricing structure must be at a minimum cost recovery
2. There is a level of community ownership of the venue
Scope of Work
1. Evaluate the current management and staffing of the venue and model potential management and staffing structures
2. Assess future capability of the business
3. Evaluate the current business practices including pricing structures
4. Analyse current and identify potential markets, products, and experiences
5. Develop 10-year business plan to grow the business

Evaluation
The following evaluation criteria will be used in the evaluation of EOI submissions received for this EOI:
• Lump sum price.
• Methodology for delivery including community consultation and engagement plan.
• Ability to deliver in timeframe (November 30, 2022)
• Up to date list of comparable completed projects, including referees.
• Personnel that will be allocated to the project including their qualifications and experience.
• Statement outlining financial capability to complete the requirements.
• Insurance.
