Bulk Verge Collection Contractor Assistance (Ad-hoc) and Parks Green Waste Collection

⁠⁠⁠The City of Cockburn (the Principal) is seeking a suitably experienced and equipped Contractor to support the Principal's junk and green household bulk verge collection when required. The Contractor will be required to have the capacity to mobilise at short notice (e.g. within 24 to 48 hours).

Services required include the transportation of all materials collected to the Henderson Waste Recovery Park, 920 Rockingham Road, Henderson 6166.

No other waste facility is to be used for disposal without prior written consent from the Principal. The waste disposal costs will be borne by the Principal.

Each residential property has two (2) green waste and two (2) junk scheduled collections annually, whilst the designated rural properties have two (2) combined green/junk waste collections annually. The total quantity of materials collected annually over the 11 locations by the City's in-house service is approximately 2,050 tonnes of green waste and 3,000 tonnes of junk.

The requirement for assistance could involve working on Saturdays or Public Holidays as well as the normal working week, excluding Good Friday, Christmas and New Year’s days. Generally hours of work are 7:00am to 4:00pm.

The Contractor will need to assist/support the Principal’s in-house services at short notice whenever additional services are required to meet the Bulk Verge Waste Calendar commitments (refer attachment B05 - Resource Recovery Calendar).

The Specification is to be read in the context it is written and will be the basis upon which the Contractor is to achieve an acceptable standard and level of service

The proposed contract shall be in force for a period of two (2) years from the date of contract award, with a Principal instigated option to extend the period for a subsequent one (1) year period and up to a further twelve (12) months to a maximum of four (4) years.

It is the Principal's expectation that the Contract will be awarded in September 2022.
