Tender Description

⁠⁠⁠Key problem/s

The Defence Capability Acquisition and Sustainment Group (CASG) Project AIR8000 Phase 2 has acquired specialist Original Equipment Manufacturer (OEM) training software for the C-27J aircraft, the Virtual Maintenance Trainer (VMT). The VMT now requires a host ICT system, which is the purpose of this procurement. The VMT SW OEM has provided a minimum specification for the hardware required (as attached) so we need to design, procure, build and install a host system network of 34 desktop PCs with mid-range graphics capability and a 19” rack-mounted server and switch. It also requires operating system software including Windows, anti-virus and SQL server. There is already an unused Ethernet network in situ, including a spare 19” server rack and wall ports at 32 of the 34 desks. Options for the additional 2 ports are also sought e.g. physical installation of additional wall ports or some form of extension from existing ports. Once fully installed and set to work, for ICT Security reasons the network will not have an internet or wireless connection and the only external access will be via USB ports using Administrator accounts. There is also a requirement to establish ongoing on-call support for an initial term of 3 years covering host system hardware and software maintenance plus installing updates for the OEM training software. For hardware support, a 3-year warranty arrangement (remove/replace) may be preferred depending on value for money. The system will be located at RAAF Base Amberley in Brisbane and is unclassified. Unless otherwise agreed, those staff working on-site at RAAF Base Amberley conducting installation/testing will require a Baseline Security Clearance.

The users and their needs

Primary users are RAAF students undergoing training in the maintenance of the C-27J military aircraft, and the RAAF and civilian instructors conducting that training. Secondary users are the Commonwealth-nominated System Admins (likely dual-hatted instructors) who will manage usage of, and access to, the VMT. As this specialist military training system sits outside of standard Defence ICT services, and resident Commonwealth staff are not available to provide ongoing ICT support to the system, there is a need for a dedicated ICT support arrangement to be established from local industry.

Work already done

Yes. Ethernet network infrastructure is already in place to the server room 19” rack and 32 of 34 desk locations. The core VMT software from the OEM is already available and will be installed by the OEM once the host system is completed.

Technical/business constraints

Yes. A minimum system specification has been established by the core VMT software OEM and there are existing Ethernet infrastructure constraints. After initial install and set to work, there will be no direct internet or wireless connections. There are also constraints on how long the ongoing support arrangement can be engaged for under the initial contract – i.e. 3 years.
