Tender Description

⁠⁠⁠Queensland Treasury is issuing this forward procurement notice to advise interested parties of the upcoming Registration of Interest (ROI) process for the provision of whole-of-government banking services in Queensland. The purpose of this forward procurement notice is to provide potential suppliers of banking services with information to assist them in preparing for a response to the ROI.

The tender documents for the Registration of Interest will be published on the Queensland Government website.
 
Queensland Treasury will be seeking responses from financial institutions and banking and receipting services suppliers who have the capability and capacity to provide these services for up to 21 Queensland Government departments, approximately 120 agencies and other government bodies such as hospital and health services, schools, statutory bodies, government owned corporations (GOCs) and other authorities. It is anticipated that the successful supplier(s) will be engaged under a fixed-term contract for a period of five (5) years, from 1 July 2023, and the option for two additional three (3) year terms.
 
The Government’s banking arrangements are governed by the Financial Accountability Act 2009 (Qld) and the Financial and Performance Management Standard 2009 (Qld), whereby banking arrangements must be with financial institutions approved by the Treasurer. The Queensland Government’s banking and receipting services are currently being provided by multiple service providers under existing contractual arrangements for the following services:
  • banking and receipting services;
  • travel payments and merchant services; and
  • over the counter collection services.
A full market procurement exercise, and transition to new contractual arrangements, will be undertaken for future banking and receipting services for the Queensland Government and related entities. It is intended that the procurement process will be in three stages:
  • Registration of Interest (ROI);
  • Invitation for Expressions of Interest (EOI); and
  • Initiation for Request for Proposal (RFP).
Interested parties must register through the ROI process to participate in subsequent stages of the procurement process. Capability and capacity to deliver the required services will be assessed at each stage of the procurement process. Further details of the scope of products and services to be procured will be included in the ROI documentation.
 
The Queensland Procurement Policy 2021 applies to this procurement process and prospective suppliers are advised that a Local Benefits Test and Ethical Supplier Threshold will form part of the evaluation criteria of the three-stage process.
