Tender Description

⁠⁠⁠Corrections Victoria Prison Industries (PI) is a business unit of the Department of Justice and Community Safety (DJCS). PI farms operate a livestock breeding system that aims to produce goat, lamb and beef meat, cattle for breeding purposes, milk and eggs.

PI is seeking to establish a panel of suppliers for a three-year contract, with two two-year options to extend at the sole discretion of the department. The proposed contractual arrangement will ensure an ongoing relationship with suppliers while increasing the chance of product availability year-round.

Four PI sites will be part of the feed and fodder sourcing activity:

• Dhurringile Prison (Dhurringile)

• Beechworth Correctional Centre (Beechworth)

• Langi Kal Kal Prison, Trawalla (Langi Kal Kal)

• Tarrengower Prison (Tarrengower)

Once executed, the contract deliverables will be managed by PI to ensure the suppliers and the DJCS meet their contractual obligations and planned outcomes and benefits are realised.

DJCS will contract multiple suppliers in order to create a panel of suppliers available to deliver products over time. It is not expected that a given supplier will be contracted to deliver all products to all sites.

The result of this RFT will be a pre-approved panel of feed and fodder suppliers, able to provide a range of products from hay, grain and pellets across four sites (Panel). Contracts with individual suppliers will describe delivery and quality requirements, points of contact and other coordination requirements; it is acknowledged that pricing quotes as a response to the RFT cannot be fixed for the term. If selected for the Panel, Suppliers will be approached by PI to quote for feed and fodder requirements as needed.

Offerers are encouraged to provide a realistic response under conditions as they apply during the RFT period as these will be used by DJCS to understand the businesses and their strengths

The briefing session is designed to give the Organisation the opportunity to:

a. guide Offerers through the Invitation documents;

b. clarify the overall scope and intent of the Invitation; and

c. receive questions that Offerers may have in regard to the Invitation documents.
